Henderson Franklin Attorney Spencer Shaw Graduates from Inaugural OJCC Scholars Program
Henderson, Franklin, Starnes & Holt, P.A. is pleased to announce that workers’ compensation attorney Spencer Shaw has graduated from the inaugural class of the Florida Office of Judges of Compensation Claims (OJCC) Scholars Program. The program concluded with a formal ceremony during the Workers’ Compensation Section’s 2025 Educational Forum held in Orlando.
Launched in August 2024, the OJCC Certified Scholars Program was developed by the Division of Administrative Hearings and is designed for mid-career professionals in the workers’ compensation field. The program offers an in-depth exploration of judicial ethics, legislative and regulatory developments, and the history of workers’ compensation in Florida. A committee of judges selected participants following a nomination process led by the OJCC.
As one of only eleven attorneys selected statewide, Shaw participated in a rigorous nine-month curriculum that included monthly virtual sessions, in-person events, and presentations by appellate, administrative, and compensation claims judges. Speaking on the experience, she shares:
“Participating in the inaugural OJCC Scholars Program was an incredible opportunity. What made this program stand out was the perspective it offered beyond day-to-day litigation. It challenged us to think more broadly about the role we play in shaping the integrity and future of the workers’ compensation system in Florida.”
Shaw focuses her legal practice on workers’ compensation defense, representing both public and private employers across Florida. She guides clients through all phases of litigation, including witness preparation, depositions, hearings, and compliance with documentation requirements. Her legal insight and client-centered approach have earned her consistent accolades, including recognition as a “Top Lawyer” by Naples Illustrated (2021–2024) and a “Rising Star” by Florida Super Lawyers (2023–2025).

Shaw’s leadership in the legal community includes previously serving as co-chair of the Florida Defense Lawyers Association’s Workers’ Compensation Section from 2018 to 2023. A graduate of Florida Gulf Coast University and Ave Maria School of Law, she earned her J.D. magna cum laude and held numerous academic and leadership positions, including Editor-in-Chief of the International Law Journal.
